I don't have an NG account so I thought I'd review Steve 3 here.
Story: I think you incorporated a great plot onto Steve 3. I liked how you added a lot of action into the series but I think you should've added more of Steve's signature comedy style into it. Don't get me wrong, some of the jokes were pretty funny but I missed the random adult humour that was present in Steve 1 and 2. I think you should stick with the comedy in future BUT also try to add in the engaging plot and violence. I had looked at the comic you did earlier and found it to be very funny. Steve's comedy style was more present in there then it was in the actual flash. The 'Diet Coke' scene in particular was one you could've added. The ending where Steve and Sullivan look up into the clouds (Which looked great, I should add) was ok but it looked unfinished. You should've kept the ending in the comic where they get to the office and Jimmy is found dressing and acting like Steve.
Jimmy: Steve's 'sidekick' didn't really appear all that much. I think he should've tagged along purely for comedic purposes. I'm not sure how I feel about you choosing someone else to voice him in the next installment. I never had any problems with you voicing Jimmy but then again, I have no idea how your friend will fare.
Sullivan: He should've had at least one line in the whole thing like "It's not my fault your drugs are crap." (Like in the comic). I'm not sure why he had no lines.
Music: The music was spot-on. It fits the scenes perfectly like when Steve is on the plane. The best song was "Only In Dreams" by Weezer. Prior to the flash, I hadn't heard of it but it is now one of my favorite songs.
Time: 20 months was pretty long but procrastination and life always gets in the way. Although I would want to see it as soon as possible, you should by no means, rush the thing. Just do it at your own pace, no quicker, no slower.
Voice Actors: No problem with the voice actors. Like you said, saying how you would want it to sound to people over the internet is hard so I think you should maybe get people you know to voice some characters. It gets things done how you want it easily and (I think) it is faster.
Overall: I'd give it four stars.
On a last note, I hope Steve 4 comes soon and I wish you the best of luck with it!
